Our Story

PhoneDOCTORx™ (PDRx) was founded in 1999 by Dr. Paul Bulat, former Medical Director at St. Luke’s Hospital in New Bedford, MA. He developed a new method for delivering medical examination, diagnosis, and treatment services to a patient by using a call center, audio-visual technologies, and healthcare practitioners’/patient terminals. This brought patients face-to-face with physicians for medical consultations. In 2005, the focus of PDRx™ evolved when Dr. Bulat’s mother became ill and required the services of an Extended Care Facility (ECF). Dr. Bulat experienced overburdened community physicians and the challenges ECFs faced to provide timely care to their patients. He realized that helping them solve these issues would better employ the resources of PDRx™. This solution would benefit ECFs, their patients, their nursing staffs, their primary care and covering physicians, overcrowded Emergency Departments, and the Healthcare System (which would save significant costs from preventing unnecessary transfers and hospital admissions). PDRx™ utilizes patented telemedicine processes it licenses from American Doctors Online™ (ADOL), the practice management company for PDRx.

Our Mission

Our strategic mission is to provide real-time telemedicine consultation directly to patients and their families in the setting of Skilled Nursing Facilities (SNFs) and Extended Care Facilities for non-emergent and emergent conditions.

Paul I. Bulat, M.D.

President

Chairman and Founder Paul I. Bulat, M.D., FACEP, is Board Certified in Emergency Medicine and is a Fellow of the American College of Emergency Physicians. A graduate of Holy Cross College and the University of Massachusetts Medical School, Dr. Bulat has been practicing emergency medicine since 1980.

Dr. Bulat has served as President of the Massachusetts College of Emergency Physicians (MACEP) and received both the Vanguard Award and the Pinnacle Award from MACEP for his outstanding contributions to the specialty of Emergency Medicine. Dr. Bulat authored the MACEP discharge instruction sheets that were adopted by most emergency departments in Massachusetts as well as chapters in major textbooks on Emergency Medicine and Observation Medicine.

Joseph A. Spirito, Jr., M.D.

Chief Medical Officer

After graduating from Saint Louis University with a B.S. in Biology and an M.S. in Microbiology, Dr. Spirito earned his medical degree from St. George's University School of Medicine, Grenada, West Indies in 1997. He completed his internship and residency in Internal Medicine at Danbury Hospital, Danbury, Connecticut (a Yale-affiliated program). Upon completion of his residency program, he was employed at Danbury Hospital as a Hospitalist.

Dr. Spirito currently serves as the Chief of the Division of Hospitalist Medicine and Site Director of the Hospitalist Program at St. Luke's Hospital in New Bedford, Massachusetts. He is Board Certified in Internal Medicine and Board Eligible in Hospice and Palliative Care Medicine.

Paul Fredette

CTO ADOL

Paul H. Fredette is Chief Technology Officer of American Doctors Online.

Paul has served as the President and Chief Technology Officer of Promptus Communications, Inc. and Promptus InfoCrypt, Inc. in Portsmouth, RI. Promptus designs, resells and maintains telecommunications and encryption solutions for video conferencing, and other communications networks. Paul has over 40 years' experience in the design and manufacturing of electronic communications systems/unified communications and has been a technology leader and founder of three RI companies (Avanti Communications, 1979, Promptus Communications, 1989, and Promptus InfoCrypt, 2003). Prior to his management roles, he was a civilian design engineer for the Navy at NUSC doing advanced research for submarine combat systems. He also worked for Bell Laboratories in NJ and was in the communications group of the RI Air National Guard.

In addition to design, Paul managed each of the companies' regulatory aspects and was responsible for worldwide telecom and safety approvals. He has managed and mentored a number of product design teams in excess of 40 engineers.

Paul maintains a broad background in a number of software and hardware technologies and has recently been involved in designing and installing video conference rooms and audio/visual systems used in the medical industry. He enjoys mentoring other engineers to remain current with rapidly changing technologies. Paul is a graduate of the University of Massachusetts, Dartmouth (1971) with a BSEE degree and holds a Masters in Electrical Engineering from the Massachusetts Institute of Technology (1975). He is also a member of Sigma Xi, the Scientific Research Society and Treasurer and founding member of the RENEW Energy Initiative, a non-profit collaborative for economic growth in the region.

John E. Stively, M.D.

Assistant Chief Medical Officer (2013-Present)

Dr. John Stively is a graduate of the University of Pennsylvania School of Medicine. He completed his Family Medicine Residency at the University of Minnesota. Dr. Stively has over 25 years of experience in Family Medicine and Emergency Medicine.

John has been actively engaged in practice development and quality improvement for PhoneDOCTORx since its inception. He supports our orientation and onboarding program for physicians and other providers. Dr. Stively has served as a Board Member and Treasurer for St. Luke’s Emergency Associates of Fairhaven Ma.

Sara Harrington, RN

Chief Nursing Officer

Sara Harrington is the Chief Nursing Officer who has been a registered nurse since 2003.  She has served in both clinical and administrative management roles in internal medicine, addiction medicine and behavioral health.  Sara manages our nursing team and participates in the continual improvement of our clinical assessment program, which reduces unnecessary cost and unnecessary transfer of patients to the hospital.  Sara manages our telemedicine remote patient care monitoring program for high risk patients.

Cheryl Moniz

Office Manager

Cheryl has 20 years of experience within healthcare, having worked for large physician groups. She is a professional coder with expertise as an ICD10 analyst.  Cheryl manages the daily activities within PhoneDOCTORx office and interfaces with various stakeholders on behalf of leadership.
